Legislators shall be subject to votes of no confidence.

Section 1. The people of the several States may express a vote of no confidence in their respective members of Congress and Senate of the United States through state-wide referenda. Section 2. The several states shall devise the process for holding such referenda and for holding special elections to fill the vacated seats. Section 3. This amendment is intended to operate independently of regular elections and does not preclude other forms of accountability, such as impeachment or recall mechanisms. Section 4. Once certified by the respective states and communicated to the Congress or Senate of the United States, leadership of the respective body shall acknowledge the will of the people and notify the identified legislator of their obligation to vacate their seat and office within 30 days. Section 5. The respective chambers of the United States House of Representatives and the United States Senate are hereby authorized to establish such rules and framework to operate this mechanism.

Points

How do you address unhappy small groups that launch such an initiative, it fails, & then just keep launching such initiatives no matter how many failed attempts they've logged? There is risk here of never-ending inter-party conflict - elections that never end. There should be a limit to the number of such initiatives per representative's term.

When a member of congress operates in bad faith and votes contrary to the interests of their constituents, there needs to be an expedient means for their removal before their term expires.
